Possibilities I'd consider would be teeth on starter not aligning with ring gear teeth; missing, worn teeth on ring gear; poor teeth on gears supplied with new starter and of course, none of the above. Hope you find the problem - it sounds like it could be on the engine side as it existed somewhat before the replacement.
